This unique book focuses on the hybridization of grassroots participation in planning, implementing, and developing gender-responsive budgeting. It explores the possibilities for gender sensitive budgeting when implemented using techniques that have been popularized by participatory governance activists. A combination of the two allows for a whole new way of ensuring public budgets are used equitably.

GRPB manual is to be used by government officials and staff in implementing GRPB within the scope of their work. The manual consists of two parts, including Part One on the measures for the implementation of the GRPB in community projects and Public Facilities Projects, and Part Two on how to institutionalise GRPB in government institutions.

The handbook is expected to be a catalyst and give confidence to community leaders in their communities and implement them with more grassroots leaders who will implement this approach in their respective areas.

Brochures about GRPB for civil society also aims to create awareness and knowledge of Government Budget Cycle and how people can get involved in the planning of the state budget on local government level.

Tujuannya laporan ini dibuat adalah supaya smart partnership ini dapat dieratkan lagi di antara jabatan dan agensi Kerajaan Negeri, MBPP dan MPSP dengan PWDC melalui informasi secara langsung mengenai aktiviti yang dijalankan di Kerajaan Negeri khususnya PBT yang kini sedang menjalankan Pelan Tindakan Strategik bagi Proses Penginstitusian GRPB di MBPP dan MPSP 2016 – 2018. Manakala bagi peringkat jabatan atau agensi Kerajaan Negeri, usaha sedang dilakukan untuk menjalankan projek perintis GRPB di jabatan atau agensi yang terpilih.

Tujuan laporan ini adalah sebagai makluman tentang pencapaian dan pembelajaran di sepanjang perlaksanaan Program GRPB di Pulau Pinang yang telah dilaksanakan dari bulan Julai hingga Disember 2016 di MBPP dan MPSP.
